Housing Stability Program (HSP) Timeline

November 9 – Post all documents to website for public comment, and 11/29 public input session date.

November 15 – OHFA Board of Trustees meeting: Verbal Report on HSP Progress and Timeline

November 29 – Public Input Session via Zoom from 10 a.m. to noon

December 5 – Public Comment period/discussion board closes

December 6-11 – Finalize all documents

December 20 –Special meeting of the OHFA Board of Trustees to consider Housing Stability Program Emergency Rules and Application. On the day of the special meeting of the OHFA Board of Trustees meeting, if HSP program rules and applications are approved by OHFA Trustees, emergency rules will be sent to the Governor’s office for consideration.

December 22nd – Publish Notice of Rulemaking Intent (NRI) for Permanent Rules to be included in the January 16th Public Register.

January 31st – OHFA Board Meeting – Consider Permanent HSP Rules

February 1 – Submit Permanent Rules to State’s online filing system.

Note: If Emergency Rules are approved, OHFA could begin accepting applications approximately 45 days after approval of the emergency rules. If emergency rules are not approved, HSP would go through the regular rulemaking process for a approximate program start in August 2024.

****OHFA will make efforts to schedule a special Board meeting in mid to late December, depending on Board member availability for quorum purposes.

On August 3, OHFA received clarification from the State that the term "gap financing" as used in HB 1031x for the Oklahoma Increased Housing Program does not allow for program funds to be granted.

Therefore, the structure of this program has substantially changed from grant funding to loan funding. Grants for down payment/closing cost assistance are still an allowed use and the structure of that proposed program remains unchanged. Please see revised White Paper and Application posted to OHFA's website on August 4 for additional details.
