The Consolidated Plan is a five-year planning document, consisting of a five-year strategic plan and annual updates. The State’s Consolidated Plan is comprised of the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG), Housing Trust Fund (HTF), and Housing Opportunities for Persons with AIDS (HOPWA) Programs. The State’s Citizen Participation plan includes a series of public meetings held throughout the state, as well as a written comment period.
