Project Based
Contract Administration
The Project
Based Contract Administration Program provides monitoring and
payment services of assisted units to owners of project-based
Section 8 for the United States Department of Housing and Urban
Development in the state of Oklahoma.
The Annual
Contributions Contract is a contract between the Public Housing
Agency and the United States Department of Housing and Urban
Development. The Annual Contributions Contract was awarded by the
United States Department of Housing and Urban Development pursuant
to a proposal submitted in response to the United States Department
of Housing and Urban Development’s published Request for Proposals
for the Public Housing Agencies to provide contract administration
services for units receiving project-based Section 8 housing
assistance ( Federal Register, Volume 64, Number 96, 27357
(5/19/99), amendment no. 1 (8/2/99) and amendment no. 2
During the
Annual Contributions Contract term, the Oklahoma Housing Finance
Agency shall provide the listed Contract Administration services
below for covered units of project-based Section 8 in the state of
Oklahoma
Conduct management
and occupancy reviews.
Adjust contract
rents.
Process HAP
contract terminations or expirations.
Pay monthly
vouchers from Section 8 owners.
Respond to health
and safety issues.
Submit Section 8
budgets, requisitions, revisions and year-end statements.
Submit audits of
the PHA’s financial condition.
Renew HAP
contracts.
Report on PHA
operating plans and progress.
Follow up on
results of physical inspections of projects with covered units.
During the Annual
Contributions Contract term and upon assignment by the United States
Department of Housing and Urban Development, the Oklahoma Housing
Finance Agency immediately and automatically assumes the contractual
rights and responsibilities of the United States Department of
Housing and Urban Development pursuant to Housing Assistance
Payments Contracts for covered units in accordance with the Annual
Contributions Contract and the requirements of the United States
Department of Housing and Urban Development.
