March 19, 1999 The Agenda for the special meeting of Oklahoma Housing Finance Agency's ("OHFA") Board of Trustees has been scheduled at 10:00 a.m. on March 26, 1999, at 1140 Northwest 63rd, Room 403, Oklahoma City, Oklahoma. The agenda for this meeting will be as follows: 1. Consider a Resolution approving Minutes of the January 22, 1999 meeting of the Board of Trustees. APPROVED 2. Certification presentation 3. Consider approval of a Resolution authorizing the sale of GNMA Mortgage-Backed Securities (The "GNMA Certificates") securing OHFAs GNMA collateralized Home Mortgage Revenue Bond Program, 1989 Series A; Authorizing Required Documents relating to such sale; setting parameters for the price for such GNMA Certificates; directing the sale of the GNMA certificates; and authorizing OHFA officers, staff and advisors to take certain actions with respect thereto. APPROVED 4. Consider approval of a Resolution authorizing OHFAs Single Family Mortgage Revenue Bonds (Homeownership Loan Program) 1999 Series B; authorizing the preparation of various documents relating to such bonds; approving the preparation of a Preliminary Official Statement; authorizing development of program documents; authorizing Requests for Proposals, if necessary, waiving competitive bidding; and authorizing OHFA officers, staff and advisors to take certain actions with respect thereto. APPROVED 5. Consider a Resolution approving the transfer of ninety-nine percent of the general partnership interest held by BV Associates, L.L.C. in the BV Apartments Limited Partnership, owner of the Broadway Village Apartments, Oklahoma City, Oklahoma to Household Finance Corporation III, a Delaware Corporation. PASSED 6. Consider a Resolution approving the transfer of the ownership interest of Gary Jennings in the Yale Manor Apartments, L.L.C. to JENCO Fabricators, Inc., an Oklahoma Corporation, of which Gary Jennings is the sole shareholder. APPROVED 7. Consider approval of a Resolution authorizing and approving the submission to the Federal Home Loan Bank of Topeka (Bank), of an application to participate in the banks Affordable Housing Program (AHP). APPROVED 8. Consider approval of a Resolution approving Oklahoma Housing Finance Agencys ("OHFAs") HOME Program One (1) Year Action Plan for the period April 1, 1999 through March 31, 2000; authorizing the Executive Director of OHFA to cooperate with the Oklahoma Department of Commerce in implementing the states 1999 Consolidated Plan as it relates to housing programs administered by OHFA. APPROVED 9. Consider approval of a Resolution ratifying the selection of contractors (and projects) for funding under the HOME Investment Partnerships Program for fiscal year 1999 and ratifying contracts between OHFA and each of said contractors. APPROVED 10. Consider approval of a Resolution authorizing the staff of Oklahoma Housing Finance Agency ("OHFA") to develop and submit to the United States Department of Housing and Urban Development ("HUD"), an application to participate in HUDs Housing Counseling Program for HUD fiscal year ending September 30, 2000; approving Oklahoma State University, County Extension Division, as a service provider for purposes of the application only. APPROVED 11. Consider approval of a Resolution authorizing the Executive Director of Oklahoma Housing Finance Agency ("OHFA") to serve on the Oklahoma Workforce Development Board; authorizing the Executive Director to enter into a Memorandum of Agreement concerning the financial support of said development board and authorizing the expenditure of the funds of OHFA for the financial support of said development board. REPORT ONLY 12. Consider approval of a Resolution authorizing the staff of OHFA to develop and submit an application to the United States Department of Housing and Urban Development ("HUD") for renewal of OHFAs current Family Self-Sufficiency Grant and providing for use of any funds received thereunder. APPROVED 13. Consider approval of a Resolution authorizing the staff of OHFA to develop and submit an application to the United States Department of Housing and Urban Development ("HUD") to participate in HUDs Welfare to Work Section 8 Tenant Based Assistance Program and authorizing and directing the Executive Director to enter into such agreements as maybe necessary to carry-out the intent of this Resolution. APPROVED 14. Consider a Resolution approving addition investment options for the employees of Oklahoma Housing Finance Agency ("OHFA") under OHFAs employee retirement plan. APPROVED 15. Consider a Resolution approving and adopting as permanent rules of Oklahoma Housing Finance Agency ("OHFA") 330:60, Oklahoma Housing Trust Fund Rules; authorizing staff and the Executive Director of OHFA to take such steps as necessary to cause said Chapter 60 Rules to be promulgated as permanent rules of OHFA and authorizing the Executive Director to provide required attestations. APPROVED 16. Consider a Resolution approving and adopting as permanent rules of Oklahoma Housing Finance Agency ("OHFA") 330:55 HOME Investment Partnerships Program Rules; authorizing staff and the Executive Director of OHFA to take such steps as necessary to cause said Chapter 55 Rules of OHFA to be promulgated as permanent rules of OHFA and authorizing the Executive Director to provide required attestations. APPROVED 17. Consider a Resolution approving Oklahoma Housing Finance Agencys Chapter 50; Section 8 Existing Housing Program Rules and authorizing and directing staff of OHFA to take such steps as are necessary to develop and promulgate, pursuant to the Oklahoma Administrative Procedures Act, said Chapter 50 as permanent rules of OHFA for the administration of the Section 8 Certificate and Voucher Housing Programs. APPROVED 18. Consider approval of a Resolution approving the expenditure of $19,900.00 for the OHFA Member Dues to the National Council of State Housing Agencies for the period of July 1, 1999 through June 30, 2000. APPROVED 19. Report on 1st Quarter Budget 20. Report on Section 8 21. Any business not known about or which could not have been reasonably foreseen prior to the time of posting of this Agenda. |
