OHFA  Administration
Under the direction of Executive Director Dennis Shockley, employees at OHFA are dedicated to helping Oklahomans with their housing needs.


Dennis Shockley

 

Dennis Shockley has a 28-year career in public service. He currently serves as Executive Director of the Oklahoma Housing Finance Agency, a position he has held since 1997. In 2000, the Oklahoma Quality Award Foundation recognized OHFA with its award for Commitment. Shockley holds a Ph.D. in history from Kansas State University. In 1999, he completed the Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University. In 2000, he was elected to the board of directors of the National Council of State Housing Agencies. He is a graduate of Leadership Oklahoma Class XV.

Deborah Jenkins
 

Deborah Jenkins, Rental Assistance Team Leader, began her employment with OHFA in 1983.  She is responsible for the administration of OHFA’s statewide Section 8 Housing Choice Voucher program, Mod Rehab program, Family Self Sufficiency program and Homeownership program.  These programs provide housing assistance to more than 9,000 low-income families at a cost of $42 million dollars a year.  Jenkins has a Bachelor of Arts degree from the University of Central Oklahoma and has completed courses towards a law degree.

 

Eldon W. Overstreet
Eldon W. Overstreet, Finance Team Leader, has served OHFA since November 1990. Prior to that, Overstreet was employed as a financial consultant and as assistant vice president with Southport Exploration, Inc. In addition, he was an auditor for six years with the accounting firms of KPMG Peat Marwick and Deloitte & Touche. Overstreet, a Certified Public Accountant, holds a bachelor of science degree in business administration from Oklahoma State University and a juris doctorate degree from The University of Tulsa School of Law.

 


John
Marshall

 

John Marshall, Housing Development Team Leader, is responsible for implementing the following programs Housing Tax Credits, HOME, Trust Fund, Single and Multi-family bond programs, HUD’s Contract Administration, HOPWA, and Linked Deposit. Prior to his current position, Marshall served as Special Initiatives Team Leader responsible for identifying and developing new and innovative housing programs. He began as assistant director of Finance at OHFA. He has been with OHFA since 1992. Marshall has a Bachelor of Science degree in accounting, is a Certified Public Accountant. His previous experience encompassed financial officer responsibilities in retail, insurance, medical, and construction businesses.
